In that case they may actually be 650mAh indeed, just at 8.5V not 9V.

That said, there are regular AA/AAA chargers that can be powered via USB.

Which makes me think that may be a down-regulated 3-cell, that may keep the voltage steady for a prolonged time.

7.2V would definitely be too low for most use-cases, however they're already up to 8.3V while charging them right now, so I give them the benefit of doubt for now.
I don't buy their capacity either, but I guess I'll find out soon.

Be warned though: I still doubt they actually deliver 9 volts, and also don't quite buy the 650mAh capacity either (just yet).
I'll try them out and give you a verdict soon π
