Yes, when there is a federation, some servers may be unattended or abandoned. XMPP has been around for 20 years. During this time, many ways of encryption and extensions have changed.

if you're going to watch XMPP, use OMEMO encryption. The feature of encryption is OTR, this is the loss of messages when the session is closed. The encryption OTR key is deleted, so the message can not be decrypted.
