The Soviet Union had arrived as part of the liberation of Korea, but the Americans insisted that Korea be divided into two halves, one administered by the Soviets and one by the Americans. Stalin conceded, though the separate zones were supposed to be a temporary measure.
The Soviets had no reason to interfere with the socialist reconstruction that Koreans had already begun, so the north continued to rebuild, redistribute land and wealth.
