    Heyva Sor, the Kurdish Red Crescent (like the Red Cross), again calls for emergency aid as the organizations required to and existing for the primary or sole purpose of aiding in exactly these situations, at least in the past have chosen to specifically ignore their jobs in the North and East of Syria,
    so it wasn't until captured ISIL/Daesh fighters after their territorial defeat were placed in al-Hol which until then was exclusively a refugee camp that ICRC, UNHCR and others became interested in helping regularly there, with the exception of MSF which also before that was the only one to send a doctor on a weekly visit for tens of thousands of refugees, in spite of years of please for help from those orgs actually required to do exactly that.
