The whole approach of "nudge", or its second generation is completely flawed. It takes a very condescending attitude that the government knows best, that it's rules are rational but that they're too complex for poor people to understand, and so on. It assumes that individuals are at fault and that the economic system is working just fine.
"experience of deprivation creates a mindset that makes it harder to process information, pay attention, make good decisions, plan for the future, and resist temptations"That's true for starvation, but other than that experience of deprivation is enlightening if you've never encountered it before. It shows you where the cards really fall and that common demonizing narratives are just empty prejudice. The irrational beliefs of the middle classes become a lot more obvious.
