I don't think you should worry about that. I have such shit with MariaDB sometimes, PHP-FPM and Synapse (Matrix's reference homeserver).

If your memory usage aren't going too high - just relax.

And yes, it isn't a memory leak, just PHP (or Apache's PHP handler, or Apache itself) didn't said to system that they will not need requested memory anymore.
