      They were; a) lowering the vote threshold so that a party with 3% of the vote can have MPs in parliament, instead of having to get to 5%

      b) abolishing the "coat-tailing" rule that allows parties that win an electorate, but poll under the threshold,, to still bring in extra MPs

      There rules would clearly be fairer and more representative, but would have been bad for NatACT+UF(+Māori) governments getting back in so...

      Correction, the Electoral Commission's recommendation was to lower the 5% threshold for entering parliament to 4%
