Although this is why 1 vote per household worked.  In (my version) of an ideal world, there would be no reason for the wife to vote.  A smart man listens to what his partner has to say and makes his decision.  But it's ultimately his duty to be decisive and hers to be submissive (which has 0 negative connotations) 

  Children who are not married and do not own property do not get a say.
