The employers violate that law, if they publish screenshots. They could also just take (and potentially) publish screenshots without that feature. Just using Windows built-in screenshot tool (respectively the "Print" key). So you'd also have to say Windows violates that federal law…
And, as your link explains, you can just disable it.
