2nd order punishment: look around for the people not helping us punish the guys in the 1st scenario, they're probably racists too and need to be punished along with them

3rd order punishment: this guy didn't enjoy the mission we gave him to kill his own children for devationism against the state sufficiently enough, he is probably on the verge of defection
