Why are we celebrating state sanctioned child labor? Do we (US) not have laws against this or...?

The child is still being exploited, first by some white lady, then by the city itself.

WORSE: This child can't consent or make formal agreements (such as "acquiring" a business license). His parents had to help him. Which means the state is using this child to presumably issue THEM a license. They will now have to pay taxes on any income made.

The state directly benefits from this.
