For a technical example, Mastodon virtually can't go offline. Instances (which are just servers like in the email example) can go down but everyone else's instances still function and share info being independent from that offline instance.
For a community example, this means that, unlike Twitter which is a centralized network, a small group of people can't decide that Nazis are acceptable on the entire network because there's no one in charge over the whole thing
