   No, but it can help.

   It's a cruel irony that overworked citizens are less likely to revolt.

   Who has the time or energy?

   Workers need leisure time in order to be educated/radicalized.

   A wage slave barely has the means to make it thru the day, nevermind slogging thru Das Kapital.

   Reforms that shorten workdays & improve living standards can set the stage for revolt.
