     I remember a couple of years ago that there was a "daft policy on encryption" public consultation in which required everyone using encryption to store a plaintext version of the information. It was so broadly overreaching that technically it will required everyone to decrypt all of their whatsapp messages. After an outrage, it was quietly dropped.
     Now it seems that they have decided that they don't' want any public consultation at all.
