I don't want to become adept at recognizing Nazi dog whistles but it doesn't look like I have any choice in the matter so:

"Weimar Solution", in this context means "The Nazi solution to the civil unrest of the Weimar Republic."

Weimar Solution = Nazi Dog Whistle.
