Apparently .io belongs to Diego Garcia, an island in the Indian Ocean which is currently owned by the UK and leased to a US airbase.

The UK threw the Chagossian natives off the island in the 1960s, most of them are currently living in the UK.

The Chagossians have been fighting a long legal battle through the English courts to return to Diego Garcia. The case has had lots of twists and turns:
