     Gilbert Plass had formulated a carbon dioxide theory of climate change in 1956, and in 1957 Charles Keeling had presented a long series of measurements that demonstrated the continuous upward trend in the concentration of CO2 in the atmosphere. (2)

     However, since temperatures had fallen since 1940, the theories of global warming were hardly taken into account, but since the 1960s there had been fears of an imminent ice age and the prognosis was linked to the demand that it must be possible to prevent the process of global cooling. (3)

     One suspected a filter effect by the Global Dimming (turbidity), thus fog, clouds, smog and/or air pollution as cause of the cooling. The increased production of CO2 (to increase the greenhouse effect) was therefore also considered as a measure. (4)
