Apple's image resizing feature is broken. It resizes and strips EXIF, but doesn't respect the orientation from the EXIF and rotate accordingly so the images it produces are not rotated to match the rendering of the original.
Stupid.
I've reported the bug, but come on... does nobody test this feature at Apple HQ? How did this make it into iOS 13?

@moopet well, the webp thing is odd because I haven't seen that myself, but the txt thing is understandable.
It reads the format but wants you to save in another format with more features.
It's like opening a jpeg image in Photoshop* and being surprised that you save as .psd instead of .jpg.
You save as .psd, but you export as .jpg.
*unsure if modern photoshop does this, but other photo editors do... gimp, pixelmator...
