   It is oil + water with blue food coloring + alka seltzer or similar tablet.

     FYI the relevant effects of alkaseltzer/tablet is that it is a mixed powder made of a powder/solid acid and a powder/solid base. Usually weak. Baking soda (sodium bicarbonate) and citric acid powders pressed into a tablet would give the same effect.
