@markosaric Please just don't do any CLA and stick with one license (preferably latest #AGPL / #GPL with “or-later”, and let contributors keep their own #Copyright (or let them assign it to @conservancy or @fsfstatus ).

To summarize: have a document stating that contributions will only be accepted if under license equal to project's license. Make it clear that contributions will only be accepted if they have both copyright and license notices. Don't demand them to assign those copyrights to you.
You all can do community-oriented enforcement now.
