On the Tokyo Metropolitan expressway you can see road signs like this one about ルーレット族

Roulette zoku (also circuit zoku): Circular-highway racing tribe, illegal street racers.

Last time I was driving with my girlfriend when she saw that sign, and a few minutes after, indeed we got surprised by two cars driving super fast.

Illegal street racing in Japan is pretty popular and the police don't do too much... Sometimes they do arrest quite a few racers though.
