The arc4random functions have been present in Android's Bionic libc for a long time. I wasn't sure why glibc lacked them. But apparently, they were rejected in 2007:
"glibc is no dumping ground for arbitrary code. The existing code is just [fine]. Put your code in separate libraries."
From this quote alone, I could guess it came from Ulrich Drepper, the notoriously rude #GNU maintainer who pushed Debian to switch to a fork #glibc in 2009:
