My friends say that these tools are "matoi", historic tools to warn about fire in the Edo period, which is appropriate for Kawagoe.
Few modern Japanese people would know the complicated kanji for matoi: 纏.
But why the hell is it always raining when I spot interesting manhouru? 🌧️

Yesterday I saw this in Kadokawa. It gives the longitude and latitude of another マンホール (manhouru) drawn by Yoshikazu Yasuhiko, the author of Gundam.
