I'm sorry to hear what you've been through, but I respectfully disagree about the effect of neo-Nazi propaganda.
I've watched a good man I know turn bad through spending more and more time on Gab-type sites.
We will have to agree to disagree on this one.

It makes no difference if it's run by a contributor, an instance on a pro-Nazi network is something that should be blocked.

So why have it open to public registration? Why even do it in public? Why not mess around on a hidden instance? Why not remove the branding?
Also, why did exited.eu post fake inflated user numbers at the same time that gab.com did?
I assume gab.com is trying to get publicity before their launch, so why did exited.eu do the same thing at the same time?

I'll tell you how I came to see it.
Today, the number of users on Mastodon seemed to double overnight.
This seemed weird, so I checked the lists. There were two huge megainstances overnight: gab.com and exited.eu
Clearly they're faking their numbers, but why did they both fake their numbers simultaneously?
Seems like a huge coincidence, no?
Were they trying to promote themselves by faking their way to the top? Simultaneously?

Your sense of perspective is skewed here.
How does a layperson see this site? Do they think it's a tech site testing out someone's software? Or do they see it as a gateway to Gab?
Why even do this? It's the equivalent of a local newspaper deciding to rebrand as Stormfront, it is trying to normalise a brand that should be reviled.

You honestly think they don't have the ability to change default settings?
Whatever the admin's reasons for setting it up, this is a collossal mistake to use this branding and to promote gab.com (including gab.com's investment site).
They aren't branding this as a test site, they're branding this as a public facing site where people can sign up on Gab.

Why keep the Gab name and branding if they didn't intend to be an instance for Gab users?
I cannot assume good faith here, not after I've had to previously block them.

So they have enough technical skills to set up and run an instance, but not enough to change the image files or default names?
I simply don't believe that. If they use Gab branding, that is a conscious choice.
