I would agree this could have been the case a few years ago. Now a relatively high number of people in CAT just don't consider that CE theirs or want to reform it. They are in the process of creating a new state

Note that even with everything that's happened in the last couple of months the SPA gov haven't even clearly opened to the possibility of a proper reform of the CE
