It's just assumed. Never explained where the exponent comes from or how are you supposed to do this in an exam without an expensive calculator (and even then I still don't know how would you convert the exponent's base).
It's 1 am. I have to wake up at 7 am. Tomorrow's my last chance to pass this. Thanks to this, I don't know if I'll be able to do 2nd year. I can't do this.

Nobody ever manually calculates floating point numbers without using a computer which does the job.
There's no chance ever that you find yourself in a situation when you need to calculate a floating number in binary and there's no tools whatsoever which can help you out.
Understanding how to compute IEEE 754 numbers won't teach you barely shit about how computers work.
