He mentions that the system is distributed, but obviously hasn't grokked what that actually means.
Servers have user accounts. I know, shocking, isn't it? Same applies for email, xmpp, forums and just about any other service located on a server. They're not all magically synchronized by some universally agreed protocol. Nor would it be reasonable for them to be.
If you want a pre-internet analogy, there could be Bob living in Manchester and Bob living in Glasgow, and they might be different Bobs!

On the lack of a public timeline on #mastodon instances, I think this will sort itself out over time. Either they'll add that as a feature, or users can just hop randomly between instances until they find one they like, plus recommendations via gossip are always possible.
Not having a public timeline is privacy via obscurity and therefore the very weakest form of privacy you can get. It maybe deters the lowest hanging most knuckle-dragging of adversaries, but not much else. -

@nullkal there may be good legal reasons for blocking certain servers and on on !Freedombone you can block domains at the firewall level. But in most cases my impression is that some admins are blocking other instances for trivial reasons or because some blacklist has circulated made up by someone who was clueless to begin with.
If you have a non-trivial number of users then any instance blocking decision needs to be the kind of thing you can justify to them. -
