This could probably be alleviated by better user onboarding. You could explain / visually demonstrate the concept to users as they sign up, and even encourage a few random remote accounts to follow.

@bob It's always sort of irritated me that so many FOSS communities and members clung to Google+. It really kind of screwed over the wider movement.
