Does Pleroma let instance owners ignore blocks on Mastodon?

Not getting a very good impression of Pleroma so far, it seems to be the platform of choice for people I've had to block 😞
Sounds like Pleroma has very serious moderation problems then.
It would explain why so many people that I block have Pleroma accounts.
They replied directly to me.
The thread is like this:
-My public post
-Blocked person's reply to my post, which I can't see but which is visible to others
-Non blocked person's reply to the blocked person, which I can see
(That's how I noticed the blocked person's reply.)
It's not about me seeing them or even them seeing the post, it's about me not wanting a blocked person to be able to reply to my messages.
Someone else (that I haven't blocked) replied to the blocked person's message.
I don't want a blocked person being able to add their opinions to my posts. The potential for abuse is huge.
I've just checked the official Mastodon user guide, here's what it says:
"(blocking) will stop (blocked users) from seeing your public toots while they are logged in"
...so how can a blocked user reply to my public post?
That's a pretty darn big loophole if it's true 🤯

I need some advice: does anyone know why the page title on the "Simppeli" theme is forced into all capital letters?
I would like to use lower case for titles, but I cannot find the part of the "Simppeli" code that controls this.
